In response to a call given by the Joint Action Committee of All Medical College Associations of HP, all the faculty members of Indira Gandhi Medical College Shimla, Dr Rajendra Prasad Government Medical College, Tanda (Kangra), Radhakrishnan Govt. Medical College, Hamirpur and Pt. Jawahar Lal Nehru Govt. Medical College Chamba went on Mass casual Leave today i.e. on the 4th of October, 2022. The senior doctors of all the named medical colleges (around 500) went on Mass Casual leave in protest against the inaction of the government regarding the long pending demands of the faculty posted in Medical Colleges of HP despite repeated assurances by the CM, HM and Health Secretary. The OPD services at all the hospitals were affected. The combined OPD attendance at all the participating medical colleges is around 7500 per day. However, the Emergency services were not hampered in any way. The long pending demands common to all medical college faculties working in HP are:
- Grant of Academic allowance and Learning Resource allowance at par with AIIMS/PGI/JIPMER to meet the expenses incurred in conducting research and publication of research work in indexed journals of repute.
Dynamic Assured Career Progression Scheme (DACPS): Providing assured time-bound promotion with all benefits to the faculty of Medical Colleges on fulfilment of fixed criteria after stipulated time without linkage to vacancies. (As implemented in Assam).Recruitment only at the entry level i.e., at the level of Assistant Professor and thereafter by promotion.Grant for attending Scientific Conferences. One International Conference per year. One National Conference per year.One Sub-National Conference per year.The Mass casual leave was organized to remind the government of the long pending demands. It is pertinent to mention that a committee was duly constituted to redress the demands in February but till now it has not yielded any favourable results. As The Faculty Associations never intend to cause inconvenience to the patients, it has been unanimously decided that all the senior doctors working in all medical colleges of the state will continue to perform their duties wearing black badges as a symbol of protest and wait for a favourable response the assurance of which has been given by the Hon’ble Health Minister in a meeting with the Association members at Shimla today. The HM admitted that the said demands had been agreed upon by the govt. and that he will look into the matter personally to see why the necessary directions have not been issued till now.
The Joint Action committee thanks all the office bearers of the medical colleges and the Himachal Medical for their support for the common cause. The committee once again appeals to the Government that necessary notification in this regard be issued at the earliest so that the doctors are not forced to adopt the way of protest again and the needy patients are not subjected to inconvenience in future.
