हिमाचल प्रदेश के ट्राइबल जिला किन्नौर के सांगला घाटी के सेवानिवृत IPS अधिकारी एवं पूर्व आईजी (महानिरीक्षक) आईबी नेगी ने शिमला स्थित खलीनी में अपने निवासस्थान में अंतिम सांस ली । वे लंबे समय से बीमार चल रहे थे और 93 साल की उम्र में बुधवार सुबह उनका निधन हो गया। पूरे किन्नौर जिला में शोक की लहर दौड़ गई है और हिमाचल प्रदेश पुलिस विभाग में दुखद खबर से सन्नाटा पसरा रहा । पुलिस महकमे में विभिन्न उच्च पदों पर रहते हुए यातायात व्यवस्था सुधारने और विकासात्मक योजनाओं को ग्रासरूट तक पहुंचाने में उनकी अहम भूमिका रही है उन्हें युवाओं को रोजगार देने के लिए याद किया जाता है । पुलिस विभाग में पुलिस कर्मचारियों के लिए सबसे पहले बेहतर परिवहन सेवा सफलतापूर्वक शुरू करने का तमगा भी उन्हीं के नाम है ।उन्होंने बसेस फ्लीट पुलिस कर्मियों के लिए तैयार की और पुलिस के लिए बेहतर यातायात सुविधा मुहैया करवाई ।1958 बैच के आईपीएस अधिकारी, उन्होंने अपना जीवन कानून और व्यवस्था को बनाए रखने के लिए समर्पित कर दिया, भारत भर में विभिन्न प्रमुख पदों पर कार्य किया।
राष्ट्रपति पुलिस पदक और सराहनीय सेवा के लिए पुलिस पदक के प्राप्तकर्ता रहे हैं ।
इंटरपोल सम्मेलन (1988) में भारतीय प्रतिनिधिमंडल का नेतृत्व किया।
दिल्ली पुलिस आयुक्तालय की स्थापना में महत्वपूर्ण भूमिका निभाई (1978) तथा हिमाचल प्रदेश के डीजीपी के रूप में (1986-1990) में कार्य किया ।
अर्धसैनिक बलों में उन्होंने आईटीबीपी और एसएसबी में उत्तर-पूर्व सीमांत क्षेत्र और अरुणाचल प्रदेश में अहम जिम्मेदारियां निभाईं। बोकारो में सीआईएसएफ के डीआईजी के रूप में भी उन्होंने काबिलियत का लोहा मनवाया ।
मुख्यमंत्री सुखविंद्र सिंह सुक्खू ने प्रदेश के पहले पुलिस महानिदेशक आईबी नेगी के निधन पर शोक व्यक्त किया है। मुख्यमंत्री सुक्खू ने कहा कि आईबी नेगी ने पुलिस में विभिन्न पदों पर बहुमूल्य सेवाएं प्रदान कीं। उन्होंने कहा कि वह एक उत्कृष्ट पुलिस अधिकारी थे और पुलिस विभाग उनकी अतुलनीय सेवाओं को सदैव याद रखेगा।

हिमाचल प्रदेश के प्रथम डीजीपी रहे विद्वान-चिंतक और किन्नौर के मूल निवासी आईबी नेगी सांगला के निवासी हैं, मगर उनकी शिमला के खलीणी में अपनी कोठी है। आईबी नेगी हिमाचल प्रदेश से यूपीएससी की परीक्षा उत्तीर्ण कर बने पहले डायरेक्ट IPS अधिकारी रहे है। परिजनों का कहना है कि उनको किन्नौर अपने नेटिव प्लेस सांगला से गहरा लगाव रहा है और उनकी इच्छा रही है कि उनका अंतिम संस्कार भी उनकी जन्मभूमि में ही हो और परिजन इसकी तैयारी कर रहे है ।
जिला शिमला के रामपुर से उन्होंने दसवीं की परीक्षा उत्तीर्ण की और लुधियाना से एमए हिस्ट्री पास आउट की।वे व्यथित थे कि किन्नौर बहुत बदला है। यहां सड़कें बननी हैं, ये तो सही है, पर अब वहां फोरलेन बनाए जाने की बातें होने लगी हैं, जिसकी जरूरत नहीं है। जो सड़कें हैं उन्हें ठीक से मेंटेन किया जाना चाहिए। पचास-साठ साल पहले किन्नौर बहुत शांत क्षेत्र था। पहले कभी भी निगुलसरी जैसे बड़े हादसे नहीं होते थे। सतलुज के साथ जो सड़क बनी है, इसमें काफी लोगों की मृत्यु हुई थी, यह उस समय का बड़ा हादसा था। जब वह पढ़ाई कर रहे थे तो यह सड़क तो थी ही नहीं। वह पांच दिन में सांगला से शिमला पहुंचते थे। सांगला से तीन दिन में रामपुर पहुंचते थे। वहां से दो दिन शिमला पहुंचने में लगते थे। आज अच्छा है कि समय बच रहा है। किन्नौर की दूरी घट गई है। लोग पढ़-लिख गए हैं और विकास भी हुआ है। बिजली प्रोजेक्टों ने रोजगार दिया है, पर किन्नौर अब पहले जैसा नहीं रहा। ब्लास्टिंग ने इसे बहुत कमजोर और खोखला कर दिया है।
किन्नौरा समुदाय के पहले IPS अधिकारी न केवल बहादुर दिल थे बल्कि एक नेक दिल व्यक्तित्व के धनी रहे हैं । ITBP में उनके द्वारा आरंभिक अवस्था में दी गई अविस्मरणीय सेवाओं को सदैव स्मरण रखेगी।उन्होंने अतिरिक्त पुलिस आयुक्त दिल्ली के पद पर रहते हुए कई युवा किन्नौरों को दिल्ली पुलिस में रोजगार/जीविका दिलाने में मदद की। उनकी गर्मजोशी व शानदार मेहमान नवाजी एवं कुनबे के प्रति स्नेह हमेशा खलेगी।देश के विभिन राज्यों ,जिला किन्नौर में अपनी सेवाओं के दौरान उनके साथी रहे लोग सोशल मीडिया के माध्यम से विभिन्न प्लेटफॉर्म पर अपनी गहरी संवेदनाएं प्रकट कर रहें हैं जिसमें कह रहें हैं कि प्रभु दिवंगत आत्मा को सद्गति दे एवं शांति प्रदान करे। शोकाकुल परिवार के प्रति हमारी हार्दिक संवेदनाएँ।
जीवन परिचय एक नजर
हिमाचल प्रदेश के पहले पुलिस महानिदेशक (डीजीपी) आईबी नेगी 31 अक्टूबर, 1932 को किन्नौर जिले के सांगला गांव में जन्मे वे उत्तर प्रदेश कैडर के 1958 बैच के सम्मानित आईपीएस अधिकारी थे। अपने शानदार करियर के दौरान उन्होंने विभिन्न पदों पर कार्य किया। श्री नेगी ने उत्तर प्रदेश के राज्यपाल के एडीसी और नैनीताल और लखीमपुर खीरी में पुलिस अधीक्षक (एसपी) के रूप में कार्य किया। उन्होंने लखनऊ में उत्तर प्रदेश के सीआईडी के एसपी के रूप में भी कार्य किया। उन्होंने अर्धसैनिक बलों में भी योगदान दिया, जहां उन्होंने आईटीबीपी और एसएसबी में महत्वपूर्ण भूमिका निभाई, नेफा और अरुणाचल प्रदेश में सेवा की। वे बोकारो में डीआईजी, सीआईएसएफ के पद पर भी तैनात थे। उन्होंने 1975 में राष्ट्रीय रक्षा महाविद्यालय (एनडीसी) में प्रशिक्षण लिया और 1978 में दिल्ली पुलिस आयुक्तालय की स्थापना में महत्वपूर्ण भूमिका निभाई। इसके अतिरिक्त, उन्होंने सीआरपीएफ अकादमी, माउंट आबू में उप निदेशक और एसएसबी शिमला में निदेशक (डीओ) के रूप में कार्य किया, जहां से उन्हें 1986 में हिमाचल प्रदेश पुलिस का प्रमुख नियुक्त किया गया। वे 1990 में अपनी सेवानिवृत्ति तक पद पर बने रहे और हिमाचल प्रदेश के पहले डीजीपी के रूप में कार्य किया। 1988 में, श्री नेगी ने इंटरपोल सम्मेलन के लिए दक्षिण पूर्व एशिया में भारतीय प्रतिनिधिमंडल का नेतृत्व किया। उनकी असाधारण सेवा के सम्मान में, उन्हें विशिष्ट सेवा के लिए राष्ट्रपति पुलिस पदक (पीपीएमडीएस) और सराहनीय सेवा के लिए पुलिस पदक (पीएमएस) से सम्मानित किया गया।

Sanjay Kundu:Our former-DGP Mr. I.B.Negi died at the age of 93. He belonged to the 1958 batch of the IPS. A very handsome man, he was the first IPS officer from Kinnaur District and originally allotted to UP Cadre, where he held important assignments.
He also worked in key positions in CISF, ITBP, SSB, Delhi Police and then Himachal Police, to become its first DGP.
He did National Defence College (NDC) in 1975 and his friend General Hussain Muhammed Ershad, to whom he provided the services of his cook in NDC, later went on to become the President of Bangladesh.
A gentleman and officer par excellence. A tiger, he made his mark everywhere he served and lived.
