प्रदेश सरकार ने तीन वर्षों में अपने संसाधनों से 26,683 करोड़ रुपये का राजस्व अर्जित किया: मुख्यमंत्री

मुख्यमंत्री ने कुल्लू, मंडी और शिमला जिला के विधायकों की बैठक की अध्यक्षता की

मुख्यमंत्री ठाकुर सुखविन्द्र सिंह सुक्खू ने आज यहां वित्त वर्ष 2026-27 के लिए विधायक प्राथमिकता बैठक के दूसरे दिन के पहले सत्र में कुल्लू, मण्डी तथा शिमला जिला के विधायकों के साथ उनकी प्राथमिकताओं पर चर्चा की। मुख्यमंत्री ने कहा कि वर्तमान सरकार ने तीन वर्षों के दौरान अपने संसाधनों से 26,683 करोड़ रुपये का राजस्व अर्जित किया है। उन्होंने कहा कि प्रदेश सरकार को वाइल्ड फ्लावर हॉल होटल के स्वामित्व से लगभग 401 करोड़ रुपये का वित्तीय लाभ हुआ है और प्रतिवर्ष 20 करोड़ रुपये की आय होने का अनुमान है। उन्होंने कहा कि वर्तमान सरकार के प्रयासों से कड़छम-वांगतू जल विद्युत परियोजना में राज्य को मिलने वाली रॉयल्टी 12 प्रतिशत से बढ़कर 18 प्रतिशत हो गई है जिससे राज्य को हर वर्ष लगभग 150 करोड़ रुपये की अतिरिक्त आय होगी।

MLA Kullu Sunder Singh Thakur demanded the expansion of Kullu Airport and thanked the Chief Minister for starting heli-taxi services in the area. He requested timely completion of roads approved under the Pradhan Mantri Gram Sadak Yojana and sought the construction of an alternative road to Manikaran to ease traffic congestion. He also urged an increase in staff at the Mother and Child Hospital in Kullu.
MLA Banjar Surender Shourie called for strengthening the road network in the Banjar area and resolving power-related issues by upgrading the Bajaura sub-station. He also demanded improvement of the Aut-Luhri road and the introduction of water sports activities at Larji.
MLA Anni Lokender Kumar requested the strengthening of facilities at the Model Health Institution in Anni. He called for strict action against drug mafias, an increase in police personnel to improve traffic management and the installation of anti-hail guns in the area to benefit orchardists.
Mandi District
MLA Karsog Deep Raj raised the issue of constructing buildings for the Karsog ITI and Polytechnic College. He requested an increase in bus services in the area and asked for faster progress on road construction works.
MLA Sundernagar Rakesh Jamwal urged the authorities to speed up the construction of buildings for CHC Nihri and PHC Balag. He requested a water supply from the Sutlej River for Nihri, water facilities for Daher, and improvements in the sewerage system in Sundernagar. He also asked for the completion of the ITI Daher building and the Sundernagar Indoor Stadium.
MLA Nachan Vinod Kumar demanded the construction of foot over bridges damaged by disasters in the area. He asked for the early completion of the indoor stadium being built at the Degree College. He also requested that the Chailchowk-Pandoh road be included under CRIF funding. He thanked the government for approving the improvement of the Mandi-Janjehli road.
MLA Drang Purna Singh Thakur requested improvements to local roads and an increase in bus services. He raised the issue of losses faced by local people due to the four-lane road between Padhar and Mandi. He also asked for faster construction of the Jwalapur PHC building.
MLA Jogindernagar Prakash Rana asked for closed roads to be reopened and for staff deployment in proportion to the size of the constituency. He also requested improvements in water and electricity supply.
MLA Dharampur Chandrashekhar urged the completion of the Lal Bahadur Shastri Bridge, which would connect Jogindernagar and Dharampur constituencies. He requested improvements in health services at Dharampur, Sandhol and Tihra health institutions. He also asked for a plan to prevent annual losses at the Dharampur bus stand. Additionally, he requested the establishment of milk collection centres and a chilling plant in the area.
MLA Balh Inder Singh Gandhi demanded the early completion of unfinished culverts and bridges in the Balh constituency. He also requested the strengthening of drinking water supply projects in the *area.*
MLA Mandi Anil Sharma requested the construction of a Mandi bypass road for heavy vehicles. He demanded the relocation of Mandi Jail. While appreciating the restoration of drinking water schemes damaged during disasters within six months, he asked for the Tarna storage tank to be shifted to another location. He also requested a solution to the electricity problem in Kotli.
MLA Sarkaghat Dilip Thakur demanded the completion of the incomplete building of Sarkaghat Civil Hospital and the filling of vacant doctor posts. He asked for the early completion of the drinking water project under construction and requested improvements to roads damaged during disasters.
Shimla District
MLA Chopal Balbir Verma demanded improvement of the Sanj-Deha-Chopal road. He also requested that vacant posts in government offices in the area be filled. In addition, he asked for a better electricity supply during snowfall, with power to be provided from the Shillai supply line.
Education Minister Rohit Thakur, Public Works Minister Vikramaditya Singh, Vice Chairman of the State Planning Commission Bhawani Singh Pathania, Chief Secretary Sanjay Gupta, Principal Secretary (Finance) Devesh Kumar along with other administrative secretaries, heads of departments and senior officers were present in the meeting.

The Chief Minister further said that under the 15th Finance Commission, Himachal Pradesh received a total of Rs. 37,199 crore as Revenue Deficit Grant (RDG), which was released in a gradually decreasing manner. The state received Rs. 10,249 crore in 2021-22, Rs. 9,377 crore in 2022-23, Rs. 8,057 crore in 2023-24, Rs. 6,249 crore in 2024-25 and Rs. 3,257 crore in 2025-26. He said that the decision of the 16th Finance Commission to discontinue the RDG would result in a loss of nearly Rs. 50,000 crore to Himachal. He said this decision was unjust for a hill state with difficult geographical conditions and said it would adversely affect development works, welfare schemes and the payment of salaries and pensions. He urged the Central Government to restore the RDG and provide special financial assistance, keeping in view the state’s unique circumstances.
Thakur Sukhvinder Singh Sukhu said that to promote border tourism and allied activities have been started at the Shipki-La Pass on the India-China border. He said that although the Union Budget 2026-27 announced a “Buddhist Circuit” for the North-Eastern states, Himachal Pradesh, which was a major centre of Buddhist culture has been excluded, which was discriminatory and a step motherly treatment with the state.
He said that despite having world-famous tourist destinations, no specific budgetary provision has been made for tourism development in the state.
District Kullu
During the meeting, MLA Manali Bhuvneshwar Gaur said that the discontinuation of the RDG was not in the interest of the state and appealed for collective efforts to convince the Central Government to restore it. He demanded the construction of an ice-skating rink in Manali, strengthening of the Left Bank Road, an increase in police personnel during the tourist season and the provision of small machines for snow clearance.

ठाकुर सुखविन्द्र सिंह सुक्खू ने कहा कि 15वें वित्त आयोग द्वारा हिमाचल को राजस्व घाटा अनुदान के रूप में 37,199 करोड़ रुपये की राशि जारी की गई थी। उन्होंने कहा कि यह राशि घटते अनुपात में राज्य को जारी की गई। उन्होंने कहा कि प्रदेश को वर्ष 2021-22 में 10,249 करोड़ रुपये, वर्ष 2022-23 में 9,377 करोड़ रुपये, वर्ष 2023-24 में 8,057 करोड़ रुपये, वर्ष 2024-25 में 6,249 करोड़ रुपये तथा वर्ष 2025-26 में 3,257 करोड़ रुपये राजस्व घाटा अनुदान प्राप्त हुआ।
उन्होंने कहा कि अब 16वें वित्त आयोग द्वारा राजस्व घाटा अनुदान को बंद करने से प्रदेश को लगभग 50 हजार करोड़ रुपये का नुकसान होगा। उन्होंने कहा कि राजस्व घाटा अनुदान समाप्त करना हिमाचल जैसे पहाड़ी व कठिन भौगोलिक परिस्थिति वाले राज्य के साथ अन्याय है। उन्होंने कहा कि केन्द्र सरकार के इस निर्णय से राज्य की विकास योजनाएं प्रभावित होंगी तथा प्रदेश में चल रही कल्याणकारी योजनाओं व वेतन एवं पेंशन इत्यादि पर भी विपरीत असर पड़ने की संभावना है। उन्होंने केन्द्र सरकार से हिमाचल की विशेष परिस्थितियों को देखते हुए राजस्व घाटा अनुदान को बहाल करने तथा विशेष आर्थिक सहायता देने का अनुरोध किया।

• Chairs MLA priority meeting with Kullu, Mandi and Shimla districts
Chief Minister Thakur Sukhvinder Singh Sukhu today held discussions with MLAs from Kullu, Mandi and Shimla during the first session of the second day of MLA Priority Meetings for the financial year 2026-27. The meeting focused on the development priorities of the respective constituencies.
The Chief Minister said that during the last three years, the present state government has generated Rs. 26,683 crore in revenue from its own resources. He said that the state earned a financial benefit of about Rs. 401 crore from acquiring ownership of the Wildflower Hall Hotel and it was expected to earn around Rs. 20 crore annually from it. He said that due to the efforts of the present government, the royalty share for the Karcham-Wangtoo Hydropower Project has increased from 12 percent to 18 percent, which would provide the state with an additional income of nearly Rs. 150 crore every year.

मुख्यमंत्री कहा कि सीमावर्ती पर्यटन को बढ़ावा देने के लिए भारत-चीन सीमा पर शिपकी-ला दर्रे पर बॉर्डर टूरिज्म गतिविधियों की शुरूआत की गई है। उन्होंने कहा कि केन्द्रीय बजट 2026-27 में पूर्वोत्तर राज्यों के लिए के लिए ‘बौद्ध सर्किट’ की घोषणा की गई ेहै लेकिन हिमाचल प्रदेश, जो बौद्ध संस्कृति का एक बड़ा केन्द्र है, यहां के बौद्ध सर्किट को इससे बाहर रखना भेदभावपूर्ण है। उन्होंने कहा कि हिमाचल में विश्व प्रसिद्ध पर्यटन स्थल हैं परन्तु पर्यटन के विकास के लिए किसी योजना का बजट में प्रावधान नहीं है।
जिला कुल्लू
मनाली
विधायक भुवनेश्वर गौड़ ने कहा कि आरडीजी बंद होना प्रदेश के लिए अच्छा नहीं है और सभी को मिलकर केंद्र सरकार पर इसे बहाल करने के लिए दबाव डालना चाहिए। उन्होंने मनाली में आईस स्केटिंग रिंक का निर्माण करने और लेफ्ट बैंक सड़क को सुदृढ़ करने की मांग की। उन्होंने पर्यटन सीजन के दौरान पुलिस कर्मियों की संख्या बढ़ाने और बर्फ हटाने के लिए छोटी मशीनें प्रदान करने का आग्रह भी किया।
कुल्लू
विधायक सुंदर सिंह ठाकुर ने कुल्लू हवाई अड्डे के विस्तार की मांग करते हुए कुल्लू के लिए हैली-टैक्सी सुविधा शुरू करने के लिए मुख्यमंत्री का आभार व्यक्त किया। उन्होंने क्षेत्र के लिए प्रधानमंत्री ग्राम सड़क योजना के तहत स्वीकृत सड़कों के निर्माण कार्य को समयबद्ध पूरा करने और मणिकर्ण के लिए वैकल्पिक सड़क बनाने की मांग की, ताकि क्षेत्र में जाम की समस्या से छुटकारा मिल सके। उन्होंने कुल्लू में मदर एंड चाइल्ड अस्पताल में स्टाफ बढ़ाने का भी आग्रह किया।
बंजार
विधायक सुरेंद्र शौरी ने बंजार क्षेत्र में सड़क व्यवस्था को मजबूत करने तथा बिजली की समस्या का समाधान करने के लिए बजौरा सब-स्टेशन को सुदृढ़ करने का आग्रह किया। उन्होंने औट-लुहरी सड़क में सुधार लाने और लारजी में वाटर स्पोर्ट्स शुरू करने की मांग भी की।
आनी
विधायक लोकेंद्र कुमार ने आनी आदर्श स्वास्थ्य संस्थान में सुविधाएं सुदृढ़ करने का आग्रह किया। उन्होंने चिट्टा माफिया पर कड़ी कार्रवाई और ट्रैफिक व्यवस्था में सुधार के लिए पुलिस कर्मियों की संख्या बढ़ाने की मांग की। उन्होंने बागवानों की सुविधा के लिए क्षेत्र में एंटी हेल गन स्थापित करने की मांग भी की।
मंडी जिला
करसोग
विधायक दीपराज ने बैठक में करसोग आईटीआई और पॉलिटेक्निक कॉलेज के भवन का मामला उठाया। उन्होंने करसोग क्षेत्र में बस सुविधा बढ़ाने और क्षेत्र की सड़कों के निर्माण कार्य में तेजी लाने का आग्रह किया।
सुंदरनगर
विधायक राकेश जम्वाल ने सीएचसी निहरी और पीएचसी बलग के भवन निर्माण कार्य में तेजी लाने का आग्रह किया। उन्होंने निहरी के लिए सतलुज से पानी उठाने और डैहर में पानी की सुविधा तथा सुंदरनगर में सीवरेज सुविधा में सुधार लाने की मांग की। उन्होंने आईटीआई डैहर के भवन तथा सुंदरनगर इंडोर स्टेडियम का निर्माण कार्य पूरा करने का आग्रह किया।
नाचन
विधायक विनोद कुमार ने क्षेत्र में आपदा से प्रभावित फुटओवर ब्रिज बनाने, डिग्री कॉलेज में बन रहे इंडोर स्टेडियम का निर्माण कार्य जल्द पूरा करने की मांग की। उन्होंने चैलचौक-पंडोह सड़क को सीआरआईएफ के तहत की मांग की। उन्होंने मंडी-जंजैहली सड़क के सुधारीकरण प्रस्ताव को स्वीकृत करने के लिए सरकार का आभार व्यक्त किया।
द्रंग
विधायक पूर्ण सिंह ठाकुर ने क्षेत्र की सड़कों में सुधार लाने और क्षेत्र में बस सेवा को बढ़ाने का आग्रह किया। उन्होंने पधर से मंडी फोरलेन के बीच स्थानीय लोगों को हुए नुकसान का मुद्दा भी उठाया। उन्होंने ज्वालापुर पीएचसी भवन के निर्माण कार्य में तेजी लाने की मांग भी की।
जोगिंदर नगर
विधायक प्रकाश राणा ने अपने क्षेत्र में बंद सड़कों को खोलने और विधानसभा क्षेत्रफल के अनुपात में कर्मचारी तैनात करने की मांग की। उन्होंने क्षेत्र में पानी और बिजली की सुविधा में सुधार लाने का आग्रह भी किया।
धर्मपुर
विधायक चंद्रशेखर ने जोगिंदर नगर-धर्मपुर विधानसभा क्षेत्र को जोड़ने के लिए निर्माणाधीन लाल बहादुर शास्त्री सेतु का निर्माण कार्य पूरा करने की मांग की। उन्होंने धर्मपुर, संधोल और टिहरा स्वास्थ्य संस्थानों में स्वास्थ्य सेवाओं में सुधार लाने का आग्रह किया। उन्होंने धर्मपुर बस अड्डे को हर वर्ष होने वाले नुकसान को रोकने के लिए योजना बनाने की मांग की। उन्होंने अपने क्षेत्र में दूध के कलैक्शन सेंटर और चिलिंग प्लांट लगाने का आग्रह किया।
बल्ह
विधायक इंद्र सिंह गांधी ने बल्ह विधानसभा क्षेत्र में अधूरे कलवर्ट और पुलों के निर्माण कार्य को जल्द पूरा करने की मांग की। उन्होंने अपने क्षेत्र में पीने के पानी की सुविधा प्रदान करने वाली परियोजनाओं को सुदृढ़ करने का आग्रह किया।
मंडी
विधायक अनिल शर्मा ने बड़े वाहनों के लिए मंडी बाईपास सड़क का निर्माण करने का आग्रह किया। उन्होंने मंडी जेल को शिफ्ट करने की मांग की। उन्होंने आपदा के दौरान क्षतिग्रस्त पीने के पानी की योजनाओं को छह महीने के भीतर बहाल करने की सराहना करते हुए टारना स्टोरेज टैंक को अन्य स्थान पर शिफ्ट करने की मांग की। उन्होंने कोटली में बिजली की समस्या का समाधान करने का भी आग्रह किया।
सरकाघाट
विधायक दिलीप ठाकुर ने सिविल अस्पताल सरकाघाट के भवन के अधूरे कार्य को पूरा करने के साथ-साथ क्षेत्र में चिकित्सकों के खाली पदों को भरने की मांग की। उन्होंने सरकाघाट क्षेत्र के लिए निर्माणाधीन पेयजल परियोजना का निर्माण कार्य जल्द पूरा करने की बात की। उन्होंने आपदा के दौरान क्षतिग्रस्त सड़कों की हालत सुधारने का आग्रह किया।
जिला शिमला
चौपाल
विधायक बलबीर वर्मा ने सैंज-देहा-चौपाल सड़क के सुधारीकरण की मांग की। उन्होंने क्षेत्र में सरकारी कार्यालयों में खाली पदों को भरने के साथ-साथ बर्फबारी के दौरान विद्युत की बेहतर व्यवस्था के लिए आपूर्ति शिलाई से प्रदान करने की बात की।
बैठक में शिक्षा मंत्री रोहित ठाकुर, लोक निर्माण मंत्री विक्रमादित्य सिंह, राज्य योजना आयोग के उपाध्यक्ष भवानी सिंह पठानिया, मुख्य सचिव संजय गुप्ता, प्रधान सचिव वित्त देवेश कुमार सहित अन्य प्रशासनिक सचिव, विभागाध्यक्ष तथा वरिष्ठ अधिकारी उपस्थित थे।
