हिमाचल प्रदेश के मुख्यमंत्री सुखविंदर सिंह सुक्खू ने अपना चौथा बजट पेश किया, जिसमें कई महत्वपूर्ण घोषणाएं की गईं। ‘अपना सुखी परिवार योजना’ के तहत मुफ्त बिजली और महिलाओं को मासिक सहायता मिलेगी।सीएम के विपक्ष पर टिप्पणी के बाद सदन में हंगामा शुरू हो गया। विपक्ष के लगातार हंगामे को देखते हुए विधानसभा अध्यक्ष ने सदन की कार्यवावही 11:30 बजे तक स्थगित कर दी। आधे घंटे बाद जब कार्यवाही सुचारू हुई तो सीएम सुक्खू ने कम बजट के बावजूद कई बड़ी घोषणाएं कर लोगों को साधने का प्रयास किया। सीएम ने 4 घंटे 9 मिनट और 33 सेकंड बजट भाषण पढ़ा। हिमाचल प्रदेश सरकार ने पहली बार बजट आकार घटाया है, जो ₹58,514 करोड़ से ₹54,928 करोड़ हो गया है। इसका मुख्य कारण केंद्र से राजस्व घाटा अनुदान (RDG) का बंद होना है। मुख्यमंत्री सुक्खू ने वित्तीय संसाधनों की कमी को चुनौती बताया, लेकिन विकास कार्यों को गति देने का आश्वासन दिया।सीएम ने कहा कि बजट के आकार को कम करना पड़ रहा है, जो 58,000 करोड़ से अधिक था, अब इस वित्तीय वर्ष के लिए 54928 करोड़ का बजट है। 2026- 2027 के कुल बजट का आकार 3586 करोड़ रुपये कम किया गया।इससे 6577 करोड़ रुपये अनुमानित घाटा है। 40361 करोड़ रुपये की आय और 46,938 खर्च होगा। 100 में से 27 प्रतिशत वेतन, 21 प्रतिशत पेंशन, ब्याज 13 व ऋण 9, पूंजीगत कार्य पर 20 प्रतिशत खर्च होगा। बजट के मुख्य बिंदु इस प्रकार हैं…

अगले 6 महीने के लिए सैलरी में कट
मुख्यमंत्री के वेतन में 50 प्रतिशत कट लगेगा। मंत्रियों के वेतन में 30 प्रतिशत और विधायकों के वेतन 20 प्रतिशत कट लगेगा।
आईएएस, आईपीएस और आईएफएस अधिकारियों के वेतन में भी छह माह के लिए 30 प्रतिशत कट लगेगा। ग्रुप सी और डी के कर्मचारियों का वेतन नहीं कटेगा। पेंशनरों के भुगतान में कोई कटौती नहीं होगी।

Pradesh Milk Federation after testing and branding.
✓ Milk Incentive given through DBT to registered cooperative institutions’

crore for empowerment will be started under the (Pastoralists
Empowerment in Himalayan Ecosystems for Livelihood scheme)

✓ Consideration on giving appropriate relaxation in restrictions of animal
numbers or grazing area.
✓ Scientific arrangement of shearing, cleaning, Testing, Grading and
Packing of wool and declaration of Support Price of rupees 100 per
kilogram for wool purchase price under Market Stabilization Scheme.
✓ Proposal to implement Comprehensive Himachal Integrated Commercial
Poultry Scheme (CHIC) in the field of poultry farming with a cost of
rupees 62 crore in the coming five years for self-employment Udaan.
✓ Priority to cow protection and rehabilitation of stray animals.
✓ Announcement to start “Mukhya Mantri Machhuara Sahayata
Yojana” for strengthening the fisheries sector and welfare of fishermen.
✓ Announcement to reduce the royalty rate on fish caught from reservoirs
from 7.5 percent to “one percent.”
872. Sustainable Agriculture, Horticulture & Forest
✓ The MSP of wheat will be increased from rupees 60 to rupees 80 per
kilogram. The MSP of maize will be increased from rupees 40 to rupees
50 per kilogram. The MSP of barley from Pangi Valley will be increased
from rupees 60 to rupees 80 per kilogram. The MSP of turmeric will be
increased from rupees 90 to rupees 150 per kilogram. In addition, for the
first time in the state, an MSP provision of rupees 30 per kilogram is
being made for ginger.
✓ The Government will establish “Seed Villages” to ensure seed
sovereignty, where 50–100 farmers will produce traditional seeds.
Producers will receive a subsidy of rupees 5,000 per bigha, and each
village will be given a one-time infrastructure grant of rupees 2 lakh.
✓ The Government will constitute the “Himachal Pradesh Rajya Kisan
Aayog” through the Himachal Pradesh State Farmers Commission Act.
✓ A Centre of Excellence for farmers’ training and Hydroponics will be
established at Krishi Vigyan Kendra, Hamirpur, located at Bara.
✓ Four hundred dairy farming units will be established, six hundred
beneficiaries will be supported in the service sector, and assistance of
rupees 10 crore will be provided for farm machinery on the basis of 50:50
Cost Sharing.
✓ For the year 2026–27, a provision of rupees 10 crore has been made
under the Mukhya Mantri Khet Badhbandi Yojana.
✓ The HPSHIVA project, with an estimated cost of approximately rupees
One thousand two hundred ninety-two crore, is being implemented in a
phased manner across 52 development blocks of the districts Bilaspur,
Hamirpur, Kangra, Mandi, Solan, Sirmaur, and Una in the state.
• To ensure the availability of quality plant material, the proposal is to
establish two modern foundation blocks at Shahpur in District Kangra
and at Bagthan in District Sirmaur.
88• The proposal is to establish two Technology Centers—Farmer
Advisory & Capacity Development Centre (FACDC) and Farmer
Enterprise Incubation Centre (FEIC)—at Harabag and Samarahan in
District Mandi.
• Three Post-Harvesting Management Facilities will be established at
Nagrota Bagwan (Kangra), Dadhol (Bilaspur), and Nadaun
(Hamirpur) with an estimated cost of approximately rupees 5 crore.
✓ Under “Mission 32 Percent,” the target is to increase Forest Cover to 32
percent by the year 2030.
✓ The target is plantation over Eight thousand hectares of area.
✓ Under the Rajiv Gandhi Van Samvardhan Yojana, the target is
plantation over approximately Four thousand hectares of area by
providing financial assistance to One thousand one hundred community
groups.
✓ In the year 2026–27, 50 new sites will be developed for eco-tourism. The
booking of approximately 50 major forest rest houses will be made
online.
✓ For the Zoological Park being constructed at Banikhandi, Kangra, a
provision of rupees 220 crore has been made for the year 2026–27.
✓ Under the Forest Ecosystems and Climate Proofing Project, the second
phase will commence with an expenditure of approximately rupees 320
crore.
✓ For the Himachal Pradesh Forest Ecosystems Management and
Livelihood Project, rupees 100 crore is proposed, and for the Integrated
Development Project (IDP), rupees 50 crore is proposed to be spent in the
year 2026–27.
893. Inclusive Social Welfare & Women–Child Development
✓ Announcement to increase the social security pension for persons with
disabilities from One thousand seven hundred rupees per month to Three
thousand rupees per month.
✓ Announcement to establish two new Halfway Homes for the
rehabilitation of persons who have recovered from mental illness but are
not accepted by their families.
✓ It is proposed to increase the capacity of the institution for children with
special abilities located at Sundernagar from 150 to 200 seats.
✓ Under the Mukhya Mantri Mahila Sashaktikaran Yojana, eligible women
from rural areas will be provided subsidized loans up to three lakh rupees
for establishing self-employment units.
✓ By integrating the ‘Mukhyamantri Kanyadaan Yojana’ and the
‘Mukhyamantri Shagun Yojana’, a new scheme called ‘Shubh Vivah
Yojana’ will be started. Under this, at the time of marriage of eligible
girls/women above 21 years of age belonging to families covered under
the Mukhyamantri Kanyadaan Yojana, financial assistance of rupees
Fifty-one thousand will be provided by the Government.
✓ To make the Sashakt Mahila Yojana and Wo Din Yojana effective, bring
uniformity in them, and ensure maximum utilization of public resources,
both these schemes will be integrated under the “Sashakt Nari, Swasth
Parivar – Integrated IEC Mission.”
✓ Announcement to start a new scheme for the dignity, self-confidence, and
economic and social rehabilitation of girls and women who are victims of
sexual exploitation.
✓ Near the Model De-Addiction Center being constructed at Kotla Barog,
Sirmaur, an Observation Home and one Special Home will be established
at a cost of rupees Two crore.
90✓ Announcement to allocate Eighteen crore rupees for building construction
and repair in Bal Ashrams at Ghumarwin, Sujanpur, Kalpa, Saho, Garli,
Kullu, Sundernagar, Tutikandi, and Kotla Barog, by providing Two crore
rupees per institution.
✓ By expanding the “Indira Gandhi Sukh Shiksha Yojana,” from the
financial year 2026–27, the children of eligible beneficiaries of this
scheme, who secure admission even outside the state in prestigious
Government professional institutions such as IIT, NIT, IIM, AIIMS, and
NLUs, will have their entire expenditure on course fees, hostel fees, and
mess fees etc. borne by the Government.
4. Education Reform & Learning Enhancement
✓ The State Government has not only carried out the rationalization of
schools but has also paid special attention towards Quality Education in
them. A decision was taken to affiliate 100 schools of the state with the
Central Board of School Education (CBSE).Considering the enthusiasm
of parents, this number has reached 150. An increase in the enrollment of
children is being observed in these schools.
✓ Equivalent facilities will also be provided in 300 Senior Secondary
Schools affiliated with the Himachal School Education Board. In the next
year, 150 more Government Senior Secondary Schools will be affiliated
with CBSE, and 150 schools connected with the Himachal Board will be
equivalently upgraded. A Dedicated Cadre will also be created for all
these schools.
✓ A special provision of Seventeen crore rupees has been made to continue
the arrangement of providing additional nutrition to children two days a
week under the Mukya Mantri Bal Poshan Yojana.
✓ Construction of new buildings for Rajiv Gandhi Day-Boarding Schools
and upgrading of currently functional schools is in progress.
Announcement to allocate approximately rupees Ninety-nine crore to 49
such schools.
91✓ In Nadaun (Hamirpur), Sundernagar (Mandi), Paprola (Kangra),
Sarkaghat (Mandi), Sandhol (Mandi), Matiana (Shimla), Rohru (Shimla),
Jubbal (Shimla), Majra (Sirmaur), and Morsinghi (Bilaspur), there will be
extensive improvement in the level of Sports Hostels, and trained coaches
as well as other staff will be appointed in them.
✓ In all Senior Secondary Schools of the state, the posts of watchmen and
Multi Task Workers will be filled in a phased manner.
✓ From the year 2026–27, the following system changes will be made to
connect the state’s Under Graduate Courses with the entire country:–
• From the year 2026–27, all UG courses will be conducted through the
Semester System.
• Introduction of a Flexible UG Degree Programme, giving students the
option of Multiple Entry and Multiple Exit.
• Four-year Bachelor Degree with Honours and Research will be started
in selected Degree Colleges.
• Academic Bank of Credits (ABC) will be introduced.
• A Multi-Disciplinary Approach will be promoted.
• Apprenticeship Embedded Degree Programme will be started in
selected Colleges.
• In the state’s Tier-I Colleges, the study of foreign languages will be
introduced.
✓ Announcement to establish the state’s first Science College at Hamirpur
and the second Fine Arts College at Haripur Guler (Kangra).
✓ In the first phase, the following colleges of the state will be developed

92✓ The expansion of Bachelor of Vocation Courses running in the state’s
universities will be carried out, and they will be started in 50 colleges in
Self Financing Mode.
✓ To improve Academia Industry Connect in the state, initiatives will be
taken to start Industry Oriented Courses under CSR Initiatives and PPP
Mode.
✓ In colleges, arrangements will be made for Dedicated Lease Line to
promote Online Learning, Blended Learning, and Digital Learning.
✓ In the state, some Degree Colleges have become such that the number of
children has remained less than one hundred. In the first phase, for those
Colleges where there are less than seventy-five students, if they take
Admission in the Colleges of the District Head Quarter, then they will be
given an amount of five thousand rupees per month as Stipend.
✓ In the state’s colleges, the Government will soon start the recruitment
process for 389 posts of Assistant Professors.
✓ To link technical education and employment, a Training and Placement
Portal will be created.
✓ In the Ghumarwin area of District Bilaspur, a Skill Academy will be
established under Self-Financing Mode.
✓ In 11 Government Polytechnics and one Engineering College, New Age
and Future-Oriented Courses will be started.
5. Green Himachal: Clean Energy & Climate Commitment
✓ Under the Revamped Distribution Sector Scheme (RDSS), a provision
has been made to spend 450 crore rupees in the year to strengthen the
electricity system.
✓ To achieve Global Standard in the energy sector, a Uniform Environment
Social Policy Procedure will be implemented and an Integrated Resource
Planning System will be started.
93✓ The process will be started to establish 6 Battery Energy Storage System
(BESS) equipped solar projects—Sanehad (11 MW), Dabhota (9 MW),
Tihra Khas (6 MW), Majra (8 MW), Ghandran (10 MW), and Sukohan (5
MW).
✓ In Paonta Sahib of Sirmaur, the construction of a 220/132 KV GIS
Substation with a capacity of 200 MVA at a cost of approximately 124
crore rupees is proposed. This work will be started in the year 2026-27.
✓ In Dharamshala and Baijnath of Kangra district, the construction of two
GIS substations of 63 MVA will be done at a cost of approximately 221
crore rupees.
✓ The construction work of the 29-kilometer-long transmission line from
Dharkunda to Majra will also be started. About 41 crore rupees will be
spent on this.
✓ Under the Rajiv Gandhi Start-up Self-Employment Solar Scheme, a
budget grant of 5 percent will be given in tribal areas and 4 percent in the
remaining areas for establishing projects ranging from 100 kilowatt to 2
megawatt.
✓ In Gram Panchayats, upon the operationalization of 500 KW ground-
mounted solar projects being established, 30 percent of the income will
be spent on the Gram Panchayat and 20 percent of it will be spent on the
welfare of the deprived sections of the Panchayat area.
6. Strengthening and Modernisation of Healthcare Infrastructure
✓ With an expenditure of 25 crore rupees each, an Advance Testing Lab
with a Track Based Integrated Total Laboratory Automation System will
be established at Government Medical College Tanda, Hamirpur, and
AIMSS Shimla located at Chamyana.
✓ Bone Marrow Transplant & Apheresis Units will be established at IGMC
Shimla, Government Medical College (GMC) Tanda, Hamirpur, and
Nerchowk at a cost of 20 crore rupees.
94✓ PET Scan machines will be purchased for GMC Hamirpur and Nerchowk
at a cost of approximately 46 crore rupees.
✓ The facility of PET Scan will also be started soon at Government Medical
College Tanda and IGMC Shimla.
✓ A Digital Subtraction Angiography machine will be purchased at AIMSS
Shimla located at Chamyana at a cost of 20 crore rupees.
✓ At IGMC Shimla;
• For the purchase of necessary anesthesia equipment for robotic
surgery, 5 crore rupees,
• For the establishment of the OBG department unit and the purchase of
machinery and equipment for robotic surgery, 3 crore 68 lakh rupees,
• For the purchase of machinery and equipment, 2 crore 38 lakh rupees,
• For the purchase of 4K Laparoscopic Sets and Electro Surgical Station
in the Department of Surgery, 5 crore rupees have been allocated.
• For lift installation, 2 crore 38 lakh rupees, and for the construction of
a lecture theatre, 6 crore rupees, a provision of 10 crore rupees will be
made for the hostel for girl students at Corrostophen Estate, Lakkar
Bazaar.
✓ In Government Medical College Nahan, an amount of approximately 2
crore rupees will be released for the purchase of machinery and
equipment.
✓ In Government Medical College Chamba, a provision of 1 crore 33 lakh
rupees has been made for the construction of a Skill Lab.
✓ Cath Labs will be established in ZH Kullu, ZH Una, RH Solan, and
Medical Colleges Chamba, Nahan, and Tanda.
✓ Phase-II of Government Medical College Chamba will be started, with an
estimated cost of 194 crore rupees.
95✓ For the construction of the college at Government Medical College
Nahan, 500 crore rupees will be spent.
✓ In Government Medical College Chamba, Hamirpur, and Nahan,
Intensive Care Units (ICUs) with 40 beds each will be established in
every institution.
✓ In Government Medical College Tanda, a provision of 14 crore 86 lakh
rupees will be made for the construction of a lecture theatre and 2 crore
27 lakh rupees for the maintenance of the college building.
✓ For the construction of the Super Speciality Block of Government
Medical College Hamirpur, a provision of 150 crore rupees will be made.
✓ The proposal also includes the establishment of a new Dental College in
Hamirpur at a cost of 200 crore rupees in this phase. In addition, a
provision of 6 crore rupees will be made for the construction of an
auditorium and 7 crore rupees for doctors’ accommodation at
Government Medical College Hamirpur.
✓ At AIMSS Chamiyana, a hostel will be constructed on the critical care
and additional block floor at a cost of 10 crore rupees.
✓ In Government Medical College Tanda, a provision of 2 crore 50 lakh
rupees will be made for the nursing school.
✓ In Government Medical College Mandi located at Nerchowk, an amount
of 8 crore 50 lakh rupees will be released for the construction of a hostel
for students.
✓ Tele-Oncology services are proposed to be established between 18 Day-
Care Cancer Centers (DCCCs) and four Tertiary Care Centers—IGMC
Shimla, Government Medical College Tanda, AIIMS Bilaspur, and
Government Medical College Mandi.
✓ A proposal to start the Human Papillomavirus (HPV) vaccination
program for the safety of the daughters of the state.
96✓ To eliminate the increasing addiction in society, a State Action Plan will
be made with the help of NITI Aayog.
✓ 23 posts of Medical Officer have been created and the process is ongoing
to fill 232 posts through the Public Service Commission.
✓ Along with 150 Assistant Staff Nurses, 30 Radiographers, 40 Pharmacy
Officers, 500 Rogi Mitras, and 99 OTAs, other paramedical posts will
also be filled.
✓ The process is ongoing to fill 900 posts of Assistant Staff Nurses, 124
posts of paramedical staff, and 50 posts of JOA IT through the State
Selection Commission.
✓ The process is ongoing to fill 64 new posts of lecturers of various
faculties in medical colleges and hospitals.
✓ For the implementation of the State Cancer Institute, Hamirpur, 469 posts
of various categories (111 posts of faculty, 180 posts of nursing, 55 posts
of paramedical staff, and 123 posts of other supporting categories) have
been created, which will be filled in the coming year.
✓ Announcement to bring a comprehensive State Nutrition Policy in line
with the Poshan Abhiyaan in the upcoming year with the objective of
eliminating malnutrition, anemia, and deficiency of micronutrients.
✓ Under the National Health Mission, employees of various categories who
have completed seven years will be provided a one-time average increase
of 14 thousand rupees from April 1, 2026.
✓ Those remaining employees who will not receive the benefit of seven
years in this financial year, all such employees will be given a 5 percent
increase on the basic salary from April 1, 2026.
✓ The monthly salary of Medical Officers who have not yet been
regularized will be increased from 33 thousand 660 rupees to 40 thousand
rupees.
97✓ A dedicated Ayurveda research wing will be established to promote
evidence-based Ayurveda and ensure quality medical services.
✓ Possibilities will be explored to establish herbal gardens in Lahaul-Spiti
and other suitable areas for the utilization of medicinal wealth of the high
Himalayan regions.
✓ The three government Ayurvedic pharmacies currently operating will be
brought under the HIMOSHDHAM Society for modernization. An initial
grant of one crore rupees will be provided for operations, and multi-task
workers will be appointed in each pharmacy.
7. Tourism & Civil Aviation Growth Push
✓ Proposal to start a secure Digital Visitor Registration and Tourism
Intelligence System in Public Private Mode.
✓ Under the Sustainable and Inclusive Tourism Development Project in
Himachal Pradesh, a Skill Training and Support Consultant Centre will
be established in the state.
✓ In the year 2026-27, an amount of approximately 345 Crore 34 Lakh
rupees will be spent on the following developmental works:
• Construction of roadside facilities at Kaleshwar Mahadev.
• Construction of a Wellness Centre in Shimla.
• Construction of a state-of-the-art fountain at Nagrota Bagwan.
• Construction and development of mountain biking routes, etc.
✓ For the proposed expansion of Gaggal, Kangra Airport, the process of
land acquisition has been initiated by the State Government, for which
approval has also been granted to a Rehabilitation and Resettlement Plan
of 3,349 Crore rupees.
✓ A plan for the development of a new city named “Kangra Aerocity” near
Kangra Airport.
98✓ Homestay owners who adopt environment-friendly sanitation, zero-waste
systems, and local traditions will be awarded a Sustainability certificate.
✓ Tourism Investment Promotion Council will function specifically as a
Single Window, Timebound Facilitation Platform for tourism projects
with investment of more than 50 Crore rupees.
✓ Slow Tourism will be promoted in rural Himachal. Under this, in the first
phase, selected Panchayats and villages will be declared as “Slow
Tourism Spots” where experiences such as village tours, traditional food,
handicrafts, folk tales, and interaction with farmers and artisans will be
converted into tourism products.
✓ HP Women’s Tourism Fund will be created in the state, with the objective
of providing assistance to women to start their own work in the tourism
sector.
✓ A women-centered solo travel protocol titled “She Travels” will be
initiated.
✓ To develop tourism into new and experiential form (Experiential
Tourism), there is a proposal to start an innovative concept of “Night
Picnic” at selected tourist destinations.
✓ After the success of the Homestay Interest Subsidy Scheme, now there
is a proposal to start an Interest Subsidy Scheme for newly built medium-
level hotels and High-end Dhabas.
✓ To ensure air connectivity, the Government is constructing heliports in all
district headquarters and tribal areas. Heliports at Rakkad and Palampur
(Kangra), Jaskot (Hamirpur), Sultanpur (Chamba), and Roda (Una) will
be completed this year. Along with this, construction work will also be
started at Reckong Peo (Kinnaur), Rangrik and Phunkyar (Lahaul-Spiti),
Kilad (Pangi) and Bharmour (Chamba), Basal (Solan), and Dharkyari
(Nahan-Sirmaur).
99✓ Under 100 percent VGF, as Fixed Wing air service, it has been decided to
start flights on Delhi-Shimla-Delhi and Shimla-Dharamshala-Shimla
routes on all seven days of the week. In addition, helicopter service will
be operated on Chandigarh-Sanjauli-Chandigarh route six days a week,
twice daily. Besides this, new helicopter services are also proposed on
Chandigarh-Sanjauli, Sanjauli-Manali, Sanjauli-Rampur-Reckong Peo,
and Mandi-Chandigarh routes.
✓ Along with the services running under RCS-UDAN, development of the
ecosystem of heli operations will be done by including Private,
Commercial Operators.
8. Drug-Free Himachal, Youth Empowerment & Sports Development
✓ In the year 2026-27, with an estimated expenditure of 12 Crore rupees, a
Flagship Policy Initiative “Khelo Himachal-Chitta Mukt Abhiyan”
will be started. The objective of this campaign is to keep the youth away
from drug addiction, especially from the deadly tendency like “Chitta,”
and to lead them towards discipline, competition, and a positive lifestyle
through sports.
✓ In the financial year 2026-27, Multipurpose Sports Complex at Kharidi,
Nadaun (District Hamirpur) will be made operational as a State-of-the-
Art Centre of Excellence for Sports and Youth Development Centre. This
ultra-modern sports complex will be dedicated to the youth and players of
the state, and the target has been set to dedicate it to the general public
and players by August 2026.
✓ The Government will soon complete the work of Indoor Stadium at
Kalpa, Ghumarwin, and Katasni.
✓ In the financial year 2026-27, under a comprehensive policy, to promote
sports culture among the youth, non-betting based e-sports (which are
also organized under the Olympics) and sports-based digital competitions
will be encouraged.
✓ Keeping in view the Olympics 2036, an intensive program will be run for
identification and training of children aged 10 to 12 years.
1009. Clean Water Mission: Healthy Himachal
✓ The Government will prepare a comprehensive project of about 2,000
Crore rupees, the objective of which will be to improve Water Quality
and to modernize old schemes. For this, Latest Technologies with World
Class Standards such as RO (Reverse Osmosis), Ozonation, Gaseous
Chlorination, etc. will be brought into use.
✓ In this financial year, in 15 schemes in the state, along with the use of
RO/Ozonation/Gaseous Chlorination for drinking water purification,
Latest Technology Non-Reactive Tanks will be used for water storage.
✓ For effective chlorination, initially in one thousand water supply
schemes, the use of bleaching powder will be completely replaced with
Chlorine Gas system.
✓ In the financial year 2026-27, efforts will be made to construct water
purification plants in 500 surface and groundwater-based schemes.
✓ In the first phase, arrangements for gaseous chlorination will be made in
55 Sewage Treatment Plants (STP) before releasing Treated Wastewater
into natural water sources.
✓ About 200 kilometers of pipes whose useful life has expired will be
replaced in a phased manner.
✓ In Shimla city’s drinking water project, at the water purification plant
built on the Sutlej river, an Ozonization System of Disinfection will be
installed at a cost of about 15 Crore rupees. This year, in the identified
area, an RO System will also be established on a pilot basis. Along with
this, about 10,000 houses will be provided 24X7 water supply starting
this year.
10. Infrastructure Boost: Roads & Transportation
✓ Between Kangra and Kullu, the construction of Shilha-Badhanid-Bhubhu
Jot-Kullu road as two lanes and the construction of Bhubhu-Jot tunnel
101will soon be carried out by NHAI. The construction of Mudh-Bhava road
will also be done soon.
✓ The Mudh-Bhava road, which is divided into two parts, one part in Spiti
Valley and the other part starting from Bhava Top in Kinnaur.
Construction work will be started on the 62 kilometers section of the Spiti
part, and for the remaining road, various formalities will be completed
and work will be started soon.
✓ Under PMGSY-IV, the state has surveyed 1,460 uncovered habitations
for village roads and, by integrating this into the PM Gati Shakti Portal,
approval has been granted for 294 detailed projects covering 1,538
kilometers of roads, with an estimated cost of 2,244 Crore 23 Lakh
rupees. Under Batch-II of PMGSY-IV, there is a proposal to obtain
approval for 800 kilometers of roads at a cost of 1,200 Crore rupees.
✓ With continuous efforts of the state, under PMGSY-I, the incomplete
roads under construction, such as Dodra Kwar, have also received an
extension of time until 31-3-2027 for completion.
✓ The work on Mandi-Gagal-Chailchowk-Janjehli Road will start soon.
✓ The road from Chaila-Neripur-Yashwantnagar-Ochghat-Lawas Chowki-
Preet Nagar (about 204 Crore rupees) has received in-principle approval.
✓ Proposals are also ready for Kallar to Bagchal road (about 166 Crore
rupees) and Hamirpur-Sujanpur-Thural-Maranda road (about 186 Crore
rupees). Under the Setu Bandhan Scheme, the state has also prepared and
sent proposals for a bridge on Beas river at Basantipattan to Kheri road
with an estimated cost of 116 Crore rupees, and another bridge on Beas
river at Dadasiba-Baungta road with an estimated cost of 315 Crore
rupees.
✓ In the financial year, the State Government proposes 500 kilometers of
motorable roads, 1,255 kilometers of cross drainage works, 950
kilometers of metalling and tarring, construction of 47 bridges, and
renovation of 1,500 kilometers of roads.
102✓ Keeping the environment in mind, with focus on tunneling, proposals are
being prepared for construction of Chamba Jot Tunnel and Jalori Jot
Tunnel.
✓ In Public Works and Jal Shakti Department, 149 posts of Junior Engineer
(Civil) will be filled through Joint Cadre.
11. Rural, Panchayati Raj & Urban Development
✓ Through Survey, without changing the BPL list, the poorest families
among the poor families of the state will be identified and they will be
helped in a targeted manner.
✓ The Government will make one lakh poorest families ‘Apna Sukhi
Parivar’ and for these families the announcement of “Mukhya Mantri
Apna Sukhi Parivar Yojana” will be made.
• By implementing its guarantee, the Government announces to provide
300 units of free electricity per month to these families.
• The families who do not have pucca houses will be given financial
assistance on priority basis to build pucca houses.
• To the sisters of these one lakh “Mukhyamantri Apna Sukhi Parivar”
families, by expanding in a phased manner the “Indira Gandhi Pyari
Behna Sukh Samman Nidhi Yojana,” the announcement has also
been made to provide an honorarium of 1,500 rupees per month.
✓ The Government believes that ending the Mahatma Gandhi National
Rural Employment Guarantee Act and implementing VB-G RAM-G
scheme is wrong. This weakens the original spirit of employment
guarantee and puts additional financial burden on the states. Next year we
want to create 4 crore Mandays, which is necessary due to disasters and
limited agricultural season. The 60-day break and target-based provision
will cause an additional burden of 300-600 crore rupees. We will urge the
Government of India to consider special circumstances.
✓ 150 posts of Panchayat Secretary will be filled. In a phased manner,
vacant posts of Panchayat Chowkidar will also be filled.
103✓ Municipal Shared Service Centers (MSSC) will be established in
Chamba, Ghumarwin, Nadaun, Dharamshala, Palampur, Manali, Mandi,
Sundernagar, Shimla, Rampur, Nahan, Baddi, Una and Santokhgarh.
Municipal Call Centre and State Level Implementation Centre (SIC) will
be established in Hamirpur.
✓ For providing better citizen services in merger areas of newly
formed/upgraded Urban Local Bodies, Nagar Parishad Jawali will be
allocated 25 lakh rupees and the newly formed 02 Nagar Panchayats
(Sangrah and Bir) will be allocated 50-50 lakh rupees.
✓ Under the “Central Business District” (CBD) project, commercial
complexes will be developed in Shimla city at a cost of 400 crore rupees
and in Hamirpur city at a cost of 200 crore rupees.
✓ A proposed project of 600 crore rupees is in progress for transforming the
main sites of 08 cities of the state (Shimla, Dharamshala, Nadaun,
Jawalamukhi, Subathu, Dehra, Sunni and Rampur) into Creative
Redevelopment of Cities/Growth Hubs.
12. IT & Innovation Initiatives
✓ A Centre of Excellence–IT will be established at Waknaghat in Solan. An
Artificial Intelligence and Machine Learning Lab and Incubation Facility
will be set up. Successful Startups and IT/ITES companies will be
provided space on rental basis.
• A Centre of Excellence in Artificial Intelligence will be established in
Shimla.
• A state-of-the-art Cyber City will be established at Waknaghat in
Solan district.
• Special incentives will be provided to Green Energy based Data
Centres. Such institutions will be provided Green Energy at the rate of
3 rupees per unit.
✓ To further strengthen e-Governance in the state:
• Artificial Intelligence will be used in Mukhyamantri Seva Sankalp
Helpline System and State Document Management Portal.
104• An AI-based Citizen Services Assistant will be developed to provide
services to rural citizens in the local language through Voice
Command.
13. Efficient Governance: Revenue & Disaster Management
✓ To reduce pending revenue cases, the Government started Revenue Lok
Adalats at the Tehsil level from October 2023, through which lakhs of
cases were settled and pending cases were significantly reduced by
special Lok Adalats.
✓ In the upcoming financial year, 2 crore 12 lakh rupees will be spent on
modernization and digitization of rural land records.
✓ The Online Mutation Module is in the final stage, through which
application, verification, and approval will be completely online.
✓ The Government is moving towards live Jamabandi, through which
ownership details will be updated immediately after mutation and citizens
will get authentic records in real time.
✓ Sub-Registrar Offices will be converted into modern service centers; the
National Generic Document Registration System has been implemented
and now the pilot project will start in Solan.
✓ 645 Patwari posts in the Revenue Department will be filled in a phased
manner, for which advertisement has already been issued.
✓ Women have been given concession in stamp duty on property purchase;
for purchases between 80 lakh to 1 crore rupees, the rate will remain 4
percent.
✓ For reducing disaster risk in the future, a provision of 400 crore rupees
has been made, under which Flood Zonation Mapping, risk financing, and
strengthening of early warning systems will be carried out.
10514. Industry, Housing & Excise and Taxation
✓ To strengthen the value chain of agricultural products, under the
upcoming industrial policy, the “One District Three Products”
Programme will be started.
✓ To overcome the challenges of sericulture in Himachal, the HIM Silk
Mission will be started with a budgetary provision of 2 crore rupees.
✓ In the financial year 2026-27, 10 thousand youth will be given industrial
training and each trainee will be provided a monthly stipend of two
thousand rupees.
✓ On a quarterly basis, a one-week GST taxpayer voluntary compliance
awareness campaign will be started. Its objective is to reduce tax disputes
through voluntary compliance and establish a transparent GST
ecosystem.
✓ To make Himachal the first choice of citizens of the country and abroad
due to its clean and healthy environment, the Government is deciding to
build two planned modern townships in the Shivalik hills.
✓ “Him Chandigarh” will be established in Sheetalpur area of Solan district
and “Him Panchkula Township” in Sirmaur district. “Kangra Valley
Township” will be built in the Dhauladhar area, each city will be
developed on ten thousand bigha land.
✓ Residential plots will be given at concessional rates as a mark of respect
to Asian Games medal winners and gallantry award recipients, for which
the Government will soon notify a policy.
15. Food Security & Civic Amenities Strengthening
✓ In the year 2026-27, the Government will bring a policy to strengthen the
Piped Natural Gas network and establish CNG stations.
✓ To make the state’s 5,300 fair price shops/depots financially sustainable,
a platform will be provided to sell other quality products.
106✓ For the convenience of business establishments and consumers, an Online
Verification System for Weight and Measures will be implemented this
year.
16. Green Environment & Climate-Secure Future
✓ “Green Livelihood Initiative” will be started, under which the cultivation
of medicinal plants will be encouraged and 12 lakh plants of Elite
Germplasm will be distributed free of cost to farmers every year.
✓ An agreement has been made for Biochar production from pine needles
and other Biomass, which will reduce forest fires and provide
employment to local communities.
✓ Afforestation and restoration programs will be run on private agricultural
land.
✓ HiBiSCUS scheme will be started, under which conservation of
medicinal plants, sustainable harvesting, nursery development, and
Documentation of traditional knowledge will be carried out.
✓ The resources collected by the Pollution Control Board will be used for
environmental protection and pollution control.
✓ A digital planetarium is being established at Shoghi and for this, a fund of
3 crore 31 lakh rupees will be provided from the Pollution Control Board.
✓ Approval has been received for GI registration of nine products to give
global recognition to the traditional heritage of the state.
✓ An initiative will be taken to include four more products in the GI
Framework, which will provide better economic benefits to farmers and
artisans.
✓ Institutional and technical capacity for disaster risk management will be
strengthened, which will include better policies, warning systems, and
107departmental coordination. For this, 22 crore 25 lakh rupees will be spent
in all 12 districts.
17. Empoyee Welfare
✓ Due to the non-payment of salary and pension arrears by the previous
Governments, a liability of approximately 13 thousand crore rupees has
been created. The present Government resolves to make timely payment
of all arrears.
✓ All pensioners and family pensioners prior to the year 2016 will be paid
their entire arrears of pension/family pension in the financial year
2026-27. Class IV employees who retired during the period from
01.01.2016 to 31.12.2021 will be paid their entire arrears of gratuity and
Leave Encashment in the financial year 2026-27. On the payment of the
above arrears, approximately 300 Crore rupees will be spent.
✓ From the upcoming financial year, all employees going on Study Leave
will be paid 100 percent salary. Those employees who have previously
taken Study Leave will also be paid the remaining salary.
✓ Employees working on contract basis and daily wages, who at present are
regularized only once in a year, will now be regularized upon completion
of the prescribed service period on 31st March, 2026 and 30th September,
2026 as per past practice.
✓ Daily wagers will receive a daily wage of 450 rupees with an increase of
25 rupees.
✓ Outsourced employees will now receive a minimum of 13,750 rupees per
month.
18. Honorarium
✓ Anganwadi workers will now receive a monthly honorarium of `11,500,
with an increment of `1000.
✓ Mini Anganwadi workers will now receive a monthly honorarium of
`8,300, with an increment of `1000.
108✓ Anganwadi helpers will now receive a monthly honorarium of with an increment of `1000.
`6,800,
✓ ASHA workers will now receive a monthly honorarium of `6,800, with
an increment of `1000.
✓ The monthly honorarium of sewing instructors will be increased by
`1000.
✓ Mid-Day Meal workers will receive a monthly honorarium of `5,500,
with an increment of `500.
✓ Water carriers (Education Department) will receive a monthly
honorarium of `6,000, with an increment of `500.
✓ Jal Rakshaks will receive a monthly honorarium of `6,100, with an
increment of `500.
✓ Multi-Purpose Workers of the Jal Shakti Department will receive a
monthly honorarium of `6,000, with an increment of `500.
✓ Multi-Task Workers of the Public Works Department will receive an
increment of `500.
✓ Para Fitters and Pump Operators will receive a monthly honorarium of
`7,100, with an increment of `500.
✓ Panchayat Chokidaar will receive a monthly honorarium of `9,000 with
an increment of `500.
✓ Revenue Chowkidar will receive a monthly honorarium of `6,800, with
an increment of `500.
✓ Revenue Lambardars will receive a monthly honorarium of `5,000, with
an increment of `500.
✓ The honorarium of SMC teachers will be increased by `500 per month.
109✓ IT teachers will receive an increment of `500 per month.
✓ SPOs will also be granted an increment of `500 per month.
✓ Part Time Multi Task Workers will receive an increment of `500 per
month.
19. Financial Discipline
✓ 50 percent of the Chief Minister’s salary, 30 percent of the Deputy Chief
Minister and Members of Council of Ministers’ salary, and 20 percent of
the Honorable MLAs’ salary will be temporarily deferred for the next six
months.
✓ 20 percent of the salary of all Chairman, Vice-Chairman, Deputy
Chairman and all Advisors (Political Appointees) will also be temporarily
deferred for the same period.
✓ 30 percent of the salary of the Chief Secretary, Additional Chief
Secretaries, and all Principal Secretaries.
✓ 20 percent of the salary of Secretaries and all Heads of Departments
(HoDs) will be temporarily deferred.
✓ 30 percent of the salary of DGP and ADGPs and 20 percent of the salary
of IGPs, DIGs, SSPs, and officers upto the level of SPs, and 30 percent of
the salary of HOFF, all PCCFs and Additional PCCFs, and 20 percent of
the salary of CCFs, CFs, and other forest officers up to the DFOs level
will be temporarily deferred.
✓ Along with this, 3 percent of the salary of Group-A and Group-B officers
will be temporarily deferred for the next six months, while Group-C and
Group-D employees will be completely excluded from this and will
continue to receive their full salary.
✓ Boards, Corporations, PSUs, Autonomous Bodies, Universities, and other
major Societies that receive Grant-in-Aid or any kind of Budgetary
110Support from the State Government also adopt this decision (in line with
the Government) .
✓ While fully respecting the constitutional dignity and Independence of the
judiciary, the State Government hopes that keeping in view the current
Financial Situation, the Honorable High Court will, with its Guidance and
Concurrence, consider the Temporary Deferment of 20 percent of the
salary at the level of District Judges and Additional District Judges, and 3
percent of the salary at the level of Group-A and Group-B officers of the
Judicial Establishment, in line with the Government. The Honorable High
Court, at its discretion, may also consider up to 30 percent Voluntary
Deferment at Senior Levels.
✓ I want to make it clear that this is only a Temporary Deferment, and as
soon as the Financial Condition of the State improves, this amount will be
returned.
20. Others
✓ The construction of a modern museum at Bantony Building in Shimla
will be completed and dedicated to the public, the art and craft gallery at
Bhuri Singh Museum in Chamba will be renovated, and the tribal
museum at Keylong will be made fully functional.
✓ The first phase of new campuses of Eklavya Model Residential Schools
in Pangi and Lahaul will be completed, and the construction work of
Bharmaur school will be carried out on priority.
✓ Fairs and festivals will be organized for the preservation and promotion
of the culture of tribal areas.
✓ Param Vir Chakra awardee Honorary Captain Sanjay Kumar will inspire
the youth to join the Indian Army. For this, he will be given an
appropriate monthly honorarium and will provide services from the
Bilaspur Sainik Welfare Office.
111✓ A Paramilitary Welfare Board will be constituted in the state for the
welfare and rehabilitation of retired Central Armed Police Force
personnel.
✓ In the financial year, employment has been provided to 412
ex-servicemen and their dependents, and in the coming year, 15 percent
reserved posts will also be filled on priority. Along with this, the Yudh
Jagir (financial assistance) amount has been increased from 7 thousand
rupees to 10 thousand rupees per year.
✓ Announcement to increase the current limit of 200 crore rupees per
assembly constituency for MLA Priority Schemes to 225 crore rupees.
✓ The current limit of Discretionary Grant given to MLAs has been
increased from one lakh rupees.

मुख्यमंत्री की ओर से साइबर सुरक्षा हिमाचल प्रदेश में साइबर मित्र के पद भरने की घोषणा की गई। साइबर सुरक्षा को स्कूलों के पाठ्यक्रम में शामिल किया जाएगा।
हिमाचल प्रदेश के उद्योग क्षेत्र के लिए नई नीति बनाने की घोषणा की गई। रेशम उत्पादन के लिए प्रतिवर्ष 2 करोड़ के बजट के साथ हिम सिल्क योजना शुरू करने की घोषणा की।
तीन नए शहर बसेंगे।स्टील के टैंक बनेंगे
मुख्यमंत्री सुक्खू ने हिमाचल प्रदेश में 3 नए शहर बसाने की घोषणा की है। कांगड़ा में एयरपोर्ट के पास एयरो सिटी बसेगी। जिला सोलन के बद्दी व मोरनी में हिम चंडीगढ़ व हिम पंचकूला सिटी बसेगी। प्रदेश में अब स्टील के जल भंडारण टैंक बनेंगे। ब्लीचिंग पाउडर का 1000 योजनाओं में प्रयोग नहीं होगा।
निकायों में बायोगैस संयंत्र स्थापित होंगे
सीएम सुक्खू ने कहा कि हिमाचल प्रदेश के 46 नगर निकायों में बायोगैस संयंत्र स्थापित किए जाएंगे। शहरी विकास विभाग में 542 करोड़ का प्रविधान किया जाएगा।
खेलो हिमाचल, चिट्टा मुक्त अभियान में जुड़ेंगे युवा
खेलो हिमाचल चिट्टा मुक्त अभियान शुरू किया जाएगा। युवाओं में नशे की लत दूर करने के लिए वालीबाल, क्रिकेट व कबड्डी प्रतियोगिताएं होंगी। 15 से 35 वर्ष की आयु के 50,000 युवा शामिल होंगे, इसके लिए अलग से कैलेंडर बनेगा।
50 महिला इंस्पेक्टर की सीधी भर्ती
सीएम ने कहा कि 50 महिला इंस्पेक्टर की सीधी भर्ती होगी। 1000 कांस्टेबल की अतिरिक्त भर्ती की जाएगी। स्कूलों में मोबाइल पर पूर्ण प्रतिबंध, साइबर अपराध पर स्कूलों में जागरूकता अभियान चलेंगे।
स्वाभिमान योजना शुरू होगी
बीपीएल परिवार की बेटियों को विवाह के लिए 51,000 की राशि दी जाएगी। शोषण पीड़ित बालिका महिलाओं के लिए नई स्वाभिमान योजना की शुरुआत की जाएगी।
बाल आश्रमों के लिए दो-दो करोड़ की घोषणा
कोटला बड़ोग सिरमौर में प्रदेश में एक मॉडल डी-एडिक्शन केंद्र को विकसित किया जा रहा है। प्रदेश के बाल आश्रम को रेनोवेशन के लिए 2 करोड़ प्रति आश्रम की घोषणा की गई।
दूध का मूल्य बढ़ाया
सीएम ने कहा कि हिमाचल प्रदेश में दूध खरीद 4 करोड़ लीटर से 8 करोड़ लीटर हो गई है। सीएम ने किसानों को सौगात देते हुए गाय के दूध का मूल्य 51 से बढ़ाकर 61 रुपये किया। भैंस के दूध का मूल्य 61 से 71 रुपये किया, प्रति लीटर 10 रुपये की वृद्धि की है। पोल्ट्री फार्म पर सब्सिडी
पोल्ट्री फार्म को विकसित करने के लिए उड़ान योजना के तहत पीपीपी मोड पर विकसित करने का प्रस्ताव लाया जाएगा। प्रत्येक पोल्ट्री फार्म यूनिट को भूमि पर 30% की सब्सिडी दी जाएगी। इसके लिए अलावा बैंक सहायता में भी सब्सिडी की घोषणा।
प्राकृतिक फसल को दाम
प्राकृतिक गेहूं को 60 से बढ़ाकर 80 रुपये, मक्की 40 से बढ़ाकर 50 रुपये प्रति किलो ग्राम खरीदी जाएगी। इसके अलावा हल्दी का समर्थन मूल्य ₹90 से बढ़कर ₹150 प्रति किलोग्राम किया जाएगा।

सीएम ने कहा कि बजट के आकार को कम करना पड़ रहा है, जो 58,000 करोड़ से अधिक था, अब 54928 करोड़ का बजट है। 2026- 2027 के कुल बजट का आकार 3586 करोड़ रुपये कम किया गया। यह पहली बार है जब बजट का आकार बढ़ाने के स्थान पर कम किया गया है।

दिव्यांगों की पेंशन बढ़ाई
100 प्रतिशत दिव्यांगजनों की पेंशन को 1700 से बढ़ाकर 3000 रुपये किया जाएगा। प्रदेश में इनकी संख्या 7 हजार है। मुख्यमंत्री सशक्तिकरण योजना में 3 लाख का ऋण 4 प्रतिशत ब्याज पर दिया जाएगा।

एक लाख महिलाओं को 1500 रुपये और मुफ्त बिजली
सीएम ने इंदिरा गांधी प्यारी बहना सुख सम्मान निधि योजना के तीसरे चरण की घोषणा की। 1500 रुपये प्रतिमाह दिए जाएंगे। एक लाख महिलाओं को निधि दी जाएगी। जो मुख्यमंत्री अपना सुखी परिवार योजना में शामिल होंगी, इन परिवारों को 300 यूनिट निःशुल्क बिजली।

एक की संपत्ति खरीदने पर 4 प्रतिशत रजिस्ट्री फीस
एक करोड़ की संपत्ति खरीदने पर हिमाचली महिलाओं की केवल चार प्रतिशत रजिस्ट्री फीस लगेगी, जबकि बाकियों के लिए आठ प्रतिशत है
शिक्षा विभाग को 9660 करोड़ का बजट
शिक्षा विभाग को 9660 करोड़ रुपये के बजट का एलान किया। 75 से कम विद्यार्थियों वाले कॉलेज के विद्यार्थियों को जिला मुख्यालय के कॉलेज में दाखिला लेने पर 5 हजार का स्टाइपेंड मिलेगा। कॉलेजो में सेमेस्टर सिस्टम शुरू होगा। हमीरपुर में साइंस व गुलेर में फाइन आर्ट कॉलेज खुलेगा। कॉलेज में मल्टीपल एंट्री व एक्सिट कार्यक्रम शुरू होगा। अगले साल 150 और सरकारी स्कूलों को सीबीएसई से संबद्धता दिलाई जाएगी।
डिजिटल पर्यटन इंटेलिजेंस सिस्टम
सीएम सुक्खू ने कहा कि हिमाचल प्रदेश में 11 करोड़ पर्यटकों का आगमन रिकॉर्ड किया गया है। हिमाचल प्रदेश में डिजिटल पर्यटन इंटेलिजेंस सिस्टम डेवलप करने का प्रस्ताव लाया।
मुख्यमंत्री मछुआरा योजना शुरू करने की घोषणा
प्रदेश में पहली बार हिमाचल प्रदेश में जलाशयों की मछलियों के लिए MSP ₹100 प्रति किलो करने की घोषणा की है। मछली की नीलामी ₹100 से कम होने पर ₹20 तक का अनुदान डीबीटी के माध्यम से दिया जाएगा। हिमाचल प्रदेश में 100 नई ट्राउट इकाइयां स्थापित की जाएगी
बरसात में मछुआरों को सम्मान निधि
बरसात के मौसम में मछुआरों को 3501 रुपये की एक मुश्त सम्मान निधि की घोषणा की है। मछली पकड़ने के लिए जल पर 90% तक का अनुदान डीबीटी के माध्यम से मिलेगा। प्रदेश में मछुआरों को नाव की खरीद कर 70 फ़ीसदी का अनुदान डीबीटी के माध्यम से देने की घोषणा की है।
हमीरपुर में एक्वा पार्क
हिमाचल प्रदेश के हमीरपुर में 25 करोड़ की लागत से एक्वा पार्क बनाने की घोषणा की है।
300 अधूरे कार्यों के लिए 500 करोड़
सीएम सुक्खू ने कहा कि प्रदेश में जनहित से जुड़े 300 परियोजनाओं का चयन किया गया है। यह वह परियोजनाएं हैं, जिनका काम 70 फीसदी पूरा हो चुका है। उन्हें इसी वर्ष में जल्द पूरा करने के लिए 500 करोड़ रुपये का प्राविधान।
गारंटियां पूरी होंगी
युवाओं के स्वरोजगार के लिए 650 करोड़ रुपये के राजीव गांधी स्टार्टअप योजना की शुरुआत की गई। सरकारी स्कूलों में पहली कक्षा से इंग्लिश मीडियम शुरू किया, प्रदेश की महिलाओं को चरणों तरीके से ₹15 प्रति महीना देने की शुरुआत की आरडीजी बंद होने से इन फ़ैसलों को बदल दिया जाएगा तो इस बजट के माध्यम से मैं स्पष्ट करना चाहूंगा कि हम अपनी सभी घोषणाओं और 10 गारंटियों को 100% पूर्ण करेंगे।
व्यर्थ के संस्थानों को बंद करना
साधनों के सही इस्तेमाल का समय है। व्यर्थ के संस्थानों को बंद करना होगा। केंद्र से मिलने वाला पैसा कोई ग्रांट नहीं, बल्कि 50 सालों के लिए मिलने वाला लोन है। यानी प्रदेश को और अधिक भार तले डालने का काम होगा।
वन के बदले ग्रीन बोनस मिले
सीएम ने कहा कि कुछ लोग हिमाचल की तुलना उत्तराखंड व असम से करते हैं, दोनों राज्यों का बड़ा क्षेत्र मैदानी है। हमें वन के बदले ग्रीन बोनस मिलना चाहिए था, पानी का मूल्य कोयले की तरह मिले, रायल्टी के नाम पर ठगा जा रहा, शानन वापस नहीं दिया जा रहा। जीएसटी में भी भेदभाव किया जा रहा है।
हिमाचल प्रदेश के जो बिजली प्रोजेक्ट 40 साल पूरे कर चुके हैं, जो फ्री हो चुके हैं, उन्हें भी हिमाचल को वापस नहीं किया जा रहा है।
भाजपा विधायकों ने सदन में नारेबाजी करना शुरू कर दिया। विधानसभा अध्यक्ष ने विपक्ष को अपनी सीटों पर बैठने का आग्रह किया और उन अधिकारियों पर कार्रवाई की मांग की, जिन्होंने इन शब्दों को बजट भाषण में लिखा।
दुनिया युद्ध के मुंह पर खड़ी
सीएम ने कहा कि विश्व में हालात ठीक नहीं हैं। इस कारण पेट्रोल डीजल की आपूर्ति प्रभावित हुई है। आज दुनिया तीसरे महायुद्ध के मुंह पर खड़ी है, तेल की कीमतें आसमान छू रही हैं। महंगाई बढ़ रही है। गरीब लोगों को घर चलाना मुश्किल होगा
