A Full Court Farewell Address was held today in the High Court of Himachal Pradesh, to bid farewell to Mr. Justice Chander Bhusan Barowalia, on his relinquishing office pursuant to appointment as Lokayukta Himachal Pradesh.

 Born on 15th March, 1961, Justice Chander Bhusan Barowalia, obtained L. LB degree from H.P. University, Shimla. He practiced as an Advocate from November, 1984, in the High Court H.P. and other Courts in Shimla. He has conducted cases in National Commission under the Consumer Protection Act at Delhi and in the Supreme Court of India. Justice Barowalia, practiced in all branches of law including Constitutional, Civil, Criminal, Revenue, Consumer & Service matters and also co-authored commentary on H.P. Panchayti Raj Act. Justice Barowalia was unanimously elected Vice President of the H.P. High Court Bar Association, for two consecutive terms in the year, 2001 and 2002. He was empanelled Advocate for B.S.N.L, H.R.T.C, Employees Provident Fund Organization, United India Insurance Company, H.P. Agro Industries Corporation, Punjab National Bank, State Bank of India etc. On appointment, as Additional District and Sessions Judge, on 10th January, 2003 and as a District & Sessions Judge from 26th October 2005, was posted as such at different places. Later on he was also posted as the Registrar General of the High Court of Himachal Pradesh. Justice Barowalia was elevated as a Judge of the High Court of Himachal Pradesh on 12th April, 2016.

 The Registrar General, Sh. Arvind Malhotra, conducted the proceedings.

Speaking on the occasion, Chief Justice Amjad Ahtesham Sayed said that Justice Barowalia is a true model of discipline and human qualities. Modesty and simplicity are his hallmarks and his cordial nature and humility endeared him to the members of the Bar and Bench. The Chief Justice further said that the moments shared with him will always be remembered and cherished and his presence will surely be missed in the High Court of Himachal Pradesh. The Chief Justice said that parting is always painful but in Justice Barowalia’s case, it’s time to cheer as he has been appointed as the Lokayukta of the State of Himachal Pradesh. The Chief Justice wished Justice Barowalia best of health and happiness in the days to come.

Speaking on the occasion, Justice Barowalia got emotional and said that we always meet to depart and depart to meet again. He took up the opportunity to thank his parents, wife Smt. Kumkum and other members of family for their tireless support in the journey of life. On the occasion he remembered former Chief Justices, Judges, Senior Advocates, colleagues and friends. He also thanked Officers/officials of the Registry and personal staff for their help and support.

Sh. Ashok Sharma, Advocate General, Sh Ajay Kochhar, Chairman, Bar Council of Himachal Pradesh, Sh. Ankush Dass Sood, President Bar Association, H.P. High Court and Shri Balram Sharma, Deputy Solicitor General of India, also spoke on the occasion and praised Justice Barowalia for his contribution to the administration of justice.

Justice Sabina, Justice Tarlok Singh Chauhan, Justice Vivek Singh Thakur, Justice Ajay Mohan Goel, Justice Sandeep Sharma, Justice  Jyotsna Rewal Dua, Justice Satyen Vaidya, Justice Sushil Kukreja and Justice Virender Singh also remained present on the occasion.

Among other prominent persons present on the occasion were former Judges, Justice K.C. Sood and Justice V.K. Sharma, Dr. Nishtha Jaswal, Vice-Chancellor, National Law University, Shimla, Senior Advocates and Members of High Bar Association, Registrar General and other Registrars, Central Project Coordinator. The officers and officials of the High Court Registry were present on the occasion.

The Full Court Address was followed by Guard of Honour and Red Carpet send off in honour of Justice Chander Bhusan Barowalia.
